State of Tennessee
Tennessee Youth Court Program Awarded $5,000 Grant

The Tennessee Youth Court Program was honored during
a national meeting of youth court leaders in Washington. The National
Youth Court Center and the Office of Juvenile Justice and Delinquency
Prevention recognized the Tennessee program and its coordinator,
Anjanette Eash, for work in supporting and promoting youth courts in the
state.
Forty (40)
youth court volunteers spend the day at the State Capitol. These youth
and adult volunteers took part in the 2nd Annual Tennessee
Youth Court Day on the Hill in Nashville. Those attending observed
committee meetings met with their legislators and toured the State
Capitol. Members of the Wilson County and Jackson/Madison County Teen
Courts also worked on forming a youth advisory board for the Tennessee
Youth Court Program. Youth courts, also known as teen courts or peer
courts, allow teens to adjudicate their peers in a courtroom setting.

On April
2, 2007, the Association of New York State Youth Courts launched a newly
updated web site located at
www.NYSYouthCourts.org. "The
Association felt it was time for a change in the way the web site looked
and the information it provides for our membership," 2nd VP/Treasurer
Stacey Whiteley stated. "We are looking to our web site to promote the
Association and encourage NYS Youth Courts to become involved with the
Association.” The updated site features a news and events section, a
roll-over map that will give the user instant information regarding
youth courts in the area they are interested in, a photo gallery
chronicling the development of the Association, a FAQ’s section that
will answer some common questions about the Association, membership
information, and contact information for all NYS Youth Courts and ANYSYC
Officers. A special membership access area will be up for use by the
summer of 2007 and a library of training materials and forms that can be
downloaded by users will be available by fall 2007.

National News
2007 is already proving a RECORD YEAR for the National Youth Court
Movement. Record Number of Local Programs in America
The
number of local youth courts, teen court, peer courts, student courts
has now surpassed a record 1,200 local youth courts across
America.
The National Movement continues and appears to be gaining increased
momentum after three years of continued growth – albeit – less than in
the previous six years. Local, regional and state efforts and support
are increasing in almost every geographic area of the United States
thanks in large part to the record number of youth and adult volunteers
and the amazing and often selfless efforts of the adult staff operating
local programs while increasingly taking on even more volunteer
responsibilities as they mobilize and champion the cause on regional,
state and national levels.
Record
Numbers of State Youth Court Associations and State Networking Groups in
America
The
number of States that now have formal and informal State Youth Court
Associations and State Networking Groups supporting local youth courts,
teen courts, student courts and peer courts now numbers a record
twenty-one (21) across America. About twelve (12) are non-profits like
Texas and Florida and Maryland. Several others are operated by State
Administering agencies such as the Kentucky Administrative Office of the
Courts and the Tennessee Bar Association. Yet, others are operated by a
group of local youth court and teen court coordinators and directors who
meet several times a year and plan several activities. Seventeen (17)
of the states are listed here:

Upcoming
Training to Establish State Associations and State Networking Groups
A team
approach training will be announced shortly by OJJDP and our federal
partners for those other states that do not have associations yet, those
states that have five or more local youth courts, teen courts, peer courts
and/or student courts. This training will take place October 28-31, 2007
in Washington, DC and partial scholarships will be available to off-set
travel and registrations costs as OJJDP/USDOJ and our federal partners
like NHTSA/USDOT and OSDFS/USDOE strive to support the establishment of
the more state networking groups and associations to further enhance the
local, state and national movement through networking of local youth
court and teen court leaders. The application to apply to participate in
this partially subsidized training will be mailed in June of 2007.
Participants will be notified of acceptance in August of 2007 based on a
fair and reasonable criteria still being determined. Only 50 slots are
available given funding availability to support this effort to help
local youth court professionals afford to come to this training. If you

National Registry of Evidence Based-Programs Publication Released

National Registry of Evidence-Based Programs and Practices (NREPP) has
been expanded and is now accessible online. Intended for community
organizations and State and local officials, NREPP is a searchable
database with up-to-date, reliable information on the scientific basis
and practicality of interventions for prevention and treatment of
substance use and mental health disorders. Users can perform custom
searches to identify specific interventions based on desired outcomes,
target populations, and service settings. All interventions listed are
reviewed and rated by independent experts. Two ratings are provided on
each intervention—one for the quality of research supporting specific
outcomes, and the second for the availability of implementation and
training materials to support adoption of the intervention in routine
service settings. Sponsored by the Substance Abuse and Mental Health
Services Administration (SAMHSA) and originally created in the 1990s,
NREPP was redesigned based on input from scientific communities, service
providers, expert panels, and the public. For more information about

The American Bar Association and OJJDP are making 300 free Law Day kits
available to local youth courts, teen courts, peer courts and student
courts for Law Day this May 1st, 2007. Already, 214 kits have
been sent to local programs, Law Day is a popular project for youth
courts. Only eighty-six (86) Law Day kits remain and they are being
given out for free on a fist come first serve basis.

State Farm and Mothers Against Drunk Driving (MADD) are pleased to offer
ten $1000 grants can be used to develop local service-learning projects
for the 2007-2008 school year. The service-learning projects must
address one of three topics: underage alcohol use prevention, vehicle

community-based organization working with youth ages 5-25 and fulfill

Trainings, Events and Conferences on a State and National Level
New - National Double-Track Youth Court
Training Announced
On June 10-13, 2007, in Ft.
Lauderdale, FL, the
Office of Juvenile Justice and Delinquency Prevention (OJJDP), in
collaboration with the
National Highway Traffic Safety Administration,
Office of Safe and Drug Free Schools, and the
National Council of Juvenile and Family Court Judges, is sponsoring
the
National Double Track Youth Court Training.
Track one is designed for communities
interested in establishing a youth court program and for new youth court
staff and volunteers. Track two is designed for experienced youth court
staff and volunteers seeking innovative techniques to enhance current
programs. Early registration is recommended, as space is limited for
this 2nd National Training for local youth courts, teen
courts, peer courts and student courts. The 1st National
Double-Track Training took place January 2007 and was filled to capacity
with 150 registrants - plus a waiting list - so register soon to be part
of this exciting training. You will leave feeling revitalized and full
of new ideas from your peers and trainers.

White
House Regional Conferences on Faith-Based and Community
The White
House Regional Conferences on Faith-Based and Community Initiatives will
be held next month in Phoenix, Arizona. The dates are May 15-16, 2007.
The event will take place at the Phoenix Convention Center, 100 North
Third Street, Phoenix, AZ 85004.
The White House will host this conference in Phoenix, Arizona to help
social service organizations learn more about President Bush's
Faith-Based and Community Initiative. These conferences are geared
towards faith-based and community organizations that have no history of
applying for government grants, as well as those who have applied, but
have not yet been successful.
The conferences provide participants with a general overview of the
Faith-Based and Community Initiative, information about the government
grants process, available funding opportunities, and an overview of the
legal responsibilities that come with the receipt of Federal funds.
This conference is free, but pre-registration is required.

Highway Safety Program Guidelines
On Tuesday, February 6, 2007, a
Federal Register notice was published proposing revisions to six new
Highway Safety Program Guidelines, including Guideline No. 5
Non-Commercial Driver Licensing (formerly Driver Licensing); Guideline
No. 7 Judicial and Court Services (formerly Traffic Courts) and
Guideline No. 10 Traffic Records.
The Nation's Top Strategies to Stop
Impaired Driving
NHTSA has updated and reprinted
its brochure entitled, "The Nation's Top Strategies to Stop Impaired
Driving." The strategies include high visibility enforcement, support
for prosecutors and DWI courts, alcohol screening and brief intervention
and primary seat belt laws (because seat belt use is the best defense

Law Enforcement Advanced DUI/DWI Reporting System (LEADRS)
With assistance from NHTSA, the
Texas Municipal Police Association has developed a Law Enforcement
Advanced DUI/DWI Reporting System (LEADRS), a web-based records
management system designed specifically for DUI/DWI enforcement. The
system is designed to be implemented on a state-by-state basis and has
been shown to reduce the time to complete paperwork by more than 50
percent.
Extra Eyes Publication
NHTSA has published a report
entitled, “Citizen Reporting of DUI – Extra Eyes to Identify Impaired
Driving,” which describes a program initiated in Montgomery County,
Maryland, under which citizens were trained to help law enforcement
officers detect potential impaired drivers. The study found that the
program helped to motivate officers and intensify enforcement
productivity. It also helped bridge relationships between law
enforcement and members of the general public. The report can be viewed

U.S.
Surgeon General Call to Action on Underage Drinking
On March 6,
2007, the Acting U.S. Surgeon General announced a Call to Action to
Prevent and Reduce Underage Drinking. The Call to Action seeks to
increase the visibility of underage drinking issues and lead to action
by Federal Government, national organizations, States, local communities

Little Bit of This & That
Ketchikan,
Alaska
High
school senior Kenny Pearson won Alaska Governor Palin’s prestigious
Volunteer Award for 2007. Kenny Pearson is President of the Board of
Directors of the Ketchikan Youth Court in Alaska and he will be
recognized by Governor Sarah Palin as Governor's Outstanding Volunteer
of the Year Award at a ceremony on April 23, 2007. His contributions
bring increased attention to not only youth courts in Alaska – but to
the record 125,000 plus youth volunteering now annually across America
in local youth courts, teen courts, peers courts and student courts. “It
is rare in this day of age to come across a teenager who finds kind
words to say about everyone” is how this young man is described. Way to
go Kenny and congratulations from your peers across America. An added
“shout out” to the director of the Ketchikan Youth Court in Alaska and
her adult volunteers – way to go Gretchen Klein.

for Ten (10) Young Heroes who Exemplify Youth-Led Service

The Gloria Barron Prize for Young Heroes recognizes ten outstanding
young leaders who have led, developed, and implemented a significant
service project in the previous year while demonstrating a positive
spirit and high moral purpose. Winners receive $2,000 each to be applied
to their service projects or higher education. Five selected leaders
will have focused on helping their communities and fellow beings; five
will have focused on protecting the health and sustainability of the
environment. Nominations from unrelated adults will be accepted on
behalf of youth aged 8 to 18 who are legal residents of the U.S. or
Canada. Nominations must be submitted by April 30, 2007. Additional

National Youth Court/ Teen Court Month is this
September – 2007 Theme Announced!
At a recent
meeting of over eighty (80) youth and teen court local, regional and
state leaders - the Office of Juvenile Justice and Delinquency
Prevention of the U.S. Department of Justice asked these professionals
to pick a theme for the over 1,200 plus record local youth courts, teen
courts, peer courts, and student courts across America and the hundreds
of thousands involved. A formal kit and much, much more will be coming
by May 2, 2007 after local youth courts and teen courts have completed
activities for National Youth Service Day in April and Law Day on May 1st.

Justice”
Make the

America’s
Promise Now Accepting Applications for the 2007-2008 National Youth
Partnership Team
America's Promise is now
accepting applications for the 2007-2008 National Youth Partnership
Team. Each year the team is built of 15 students between the ages of
14-22 from across the nation. Team members are a national sounding board
and leadership body for America's Promise. Members also attend two
meetings in Washington D.C., represent America's Promise as spokespeople
and trainers, and help to raise awareness nationally about the 5

The Federal
Youth Court Program
is administered by the Office of Juvenile Justice and Delinquency
Prevention in collaboration with the National Highway Traffic Safety
Administration and the Office of Safe and Drug Free Schools. This
program provides overall national coordination, training and technical
assistance, publications, and a wide range of other services to the now
over 1,200 local youth court and teen court programs in forty-nine
states and the District of Columbia. Current partner agencies include
the American Bar Association, National Council of Juvenile and Family
Court Judges and the Phi Alpha Delta Public Service Center which
administers the federally funded and sponsored National Youth Court Task
Force Project to establish the new National Association of Youth Courts
in 2007.
