Question: What is the range of community service hours
and jury terms (if applicable) that your youth court will allow

Duval County Teen Court: the peer jury sentencing is a minimum
of 8 community service hours and a minimum of 1 jury duty. The

I have no maximum or minimum community service hours set in my
court...it is left to the discretion of the youth jurors. On
average the hours range from 5 to 40 hours. Most time it is in
the 10 to 15 hour range. The most hours ever given in my court
was 75. On average, the defendant is required to serve 2 to 3
times as a juror.

For our Teen Court in Strongsville, Ohio a jury can decide a
minimum of 1 jury duty and a maximum of 5. It does not matter
the offense for jury duties. For community service hours it
depends on the offense:
- Littering: minimum 4/maximum 10
- arassment/Menacing: minimum
8/maxiumum10
- Unruly: minimum 10/maximum 20
- Fighting: minimum 10/ maximum 20
- Disorderly Conduct: minimum 10/ maximum20
- Telephone Harassment: minimum 12/
maximum 20
The hours are 12-30 for the following offenses:
Giving False Info/ID, Receiving Stolen Property, Theft,
Trespassing, Gambling, and Possession of Fireworks.
Curfew violation is minimum 15/maximum 20 hours.
A defendant can receive 20-30 hours for: Criminal Mischief,
Assault, and Possession of Paraphernalia.
The last two offenses are 30-40 hours: Possession of Marijuana
and Alcohol Use or Possession.
Although we are able to handle all of these offenses, the most
common are theft, prohibition and possession of
marijuana/paraphernalia.

In Blue Earth County the minimum hours
that we will sentence a defendant to is 5 hours and the maximum
is 20 hours, per offense. If they are sentenced to Teen Court,
they are required to attend a 5-hour training and complete 4 to
5, two-hour sessions as a juror.

We don't have a maximum at this point. Out of 275+ cases, I have
only intervened once b/c I thought the sentence was too high for
jury terms/community service hours. Otherwise, the jury is
always appropriate with their sentencing recommendation.

Our Peer Jury has (by state statute), the ability to sentence an
offender from 1-25 hrs of community service. They are normally
given 30 days to complete their sentence unless mitigating
circumstances occur. If they do not finish their community
service during the requested time, they may be sentenced to an
additional 25 hrs. We do not use this option, however, but
forward the case on to Juvenile Court Services for a court
referral.
Our offenders are not mandated to spend any time as a Peer
Juror. They are given the suggestion that if they stay clean for
6 months, they are then eligible to serve on our Peer Jury. We
view serving as a juror is an honor and our jurors see it that
way.

We are looking at utilizing a 3-tiered system, with
- Class A offenses being the most serious (assault, possession
of drugs or alcohol) with a range of 18-30 hrs of community
service, 5-7x's on a jury, and 5-10 hrs of counseling required.
- Class B offenses (Harassment, trespassing, disorderly conduct)
have a range of 15-25 hrs of community service, 4-6x's on a jury
and 4-8 hrs of counseling.
- Class C is the least serious (bicycle violation, smoking,
refusing to leave public property) and the range is 6-18 hrs of
community service, 3-5x's on a jury and 3-7 hrs of counseling.
- In addition, jurors may ask for creative additions to these
parameters; letter of apology, essays, help with repairs, etc.
Restitution to the victim for any financial loss is mandatory.

In Napa County, the maximum number of community service hours a
defendant can be sentenced to is 40. There is no minimum. 2 jury
services are automatically part of the sentence upon acceptance
into the program. If defendants want to come back and serve jury
duty after they complete all sentence requirements, they are
encouraged to do so once their case is successfully closed.

The Joint Orange-Chatham Community Action Agency, Inc. operates

Community Service hours run anywhere from 5 to 80 hours
generally. We probably average sentencing folks to between 20 to
30 hours.
We generally sentence them to from 1 to 4 nights of jury duty. I
encourage my juries to either go heavier on the CS hours or some
other sentencing option if they want to make their sentences
stricter. I don't see the jury duties as being punishment but
more of a reward. In fact, defendants are not scheduled for jury
duty until they have completed all the other portions of their
sentence. I really feel like no more than 2 nights of jury duty
are needed. There may be some other opinions or insights on the
jury duties and their benefits. I do see them more as a learning
experience and not so much a punishment tool.

We have a minimum of 1 and a maximum of 4 jury duties that can
be sanctioned to a defendant. We only have court twice a month,
so the maximum of 4 is all that could be completed in a 60-day
period. All of our sanctions are to be completed by the
defendant in 30 to 60 days. We have a minimum of 10 hours of c/s
and maximum of 50 hours c/s per charge. Usually, we do not
exceed the 50 hours. However, once in a while we will have
someone with multiple charges that the jury feels should have to
work more than 50 hours.

In Illinois the state maximum is 60 hours. Since we do community

The range of community service hours that our youth juries can
assign to defendants varies between 1 hour minimum and 32 hours
maximum. The range of jury services is between 1 and 6 as the
maximum since we must make sure that the defendant has enough
time to complete these consequences in the 60-day time frame

in our area to find community service work. If our defendants
are 14 yrs. of age and older, they get jury duty: 3 is the

We have no set minimum or maximum number of hours that may be
ordered. However, our judges have gone as far as not ordering
any hours in a small number of cases, to a high of 120 hours in
several cases. As supervisors we advise our representatives to
take all aspects of the youths lives into consideration before
deciding how many hours to order, and to be sure the youths will
be able to succeed in completing the number of hours given. The
Youth Court will not fulfill its purpose if the youths feel they
cannot accomplish what has been requested of them.

The Owego Youth Court has a sentencing range of 0-100 hours
depending on the severity of the offense, which can range from
violations to felonies (non-violent and non-serious drug
offenses). Typical sentences range from 15-40 hours. We
initially had a mandatory jury-time sentence but we dropped that
due to the fact that cases can be several months apart and
diversion must be completed within 120 days.

Our Youth Court Members sentence youthful offenders to 10-40
hours of community service, ten being the minimum and 40 being
the max. They also sentence offenders to complete 1-2 jury
duties. One is required but two is the max. We instituted a
policy in April by which any offender completing the program has
the option of remaining a juror until the next available member
training. We have had two take advantage of that new option this
quarter. It keeps them active and interested until the next
training.

We have suggested guidelines for each offense of 10-15 hrs
community service, plus other terms specific to the offense.
Since we then consider mitigating and aggravating circumstances,
and we sometimes handle more than one offense in Teen Court,
i.e. possession of marijuana and drug paraphernalia, we allow
the jury to choose a sentence between 5 and 40 hrs. We can go
from 0 to 60 hrs in special cases, but only with my approval,
and we try to avoid those extremes.

Santa Barbara Teen Court sentencing options are based on the
premise that the client will have 90 days to complete the
conditions of the contract signed after the peer review hearing.
Theoretically the range for community service is 5 to 100 hours.
The range for Jury Duty is 3 to 12 nights. Twelve nights would
mean the client must attend Jury Duty every week for the
duration of the 90-day contract. I have attached a sentencing

The policy for Wells County Teen Court is that the juries may
disposition the juvenile to 4 - 50 hours of community service
and are required to assign 1 jury duty with the option to give a
maximum of 3.
The maximum of 50 hours of community service and 3 jury duties
were set as a reasonable guide for the jury in determining an
appropriate disposition to be completed within 90 days.
Each juvenile offender who participates in Teen Court is
required to perform a minimum of 1 jury duty to heighten their
awareness of how the system works and to give them the
opportunity to be involved in the program on a positive and
educational level. The minimum of 4 community service hours
helps to increase productivity for those who welcome our
offenders into their agency. We want to make it worth their
while to train/orient the juvenile in the tasks that need to be
completed.

In Snohomish County, Washington - our "traffic" courts'
Community Service Hours are based on # of miles over the speed
limit: 8 - 67 hours. Other common infractions are all 14 hours
(e.g., failure to stop/yield; failure to yield right -of-way;
improper lane travel; no turn signal; following too close; speed
too fast for conditions). If the infraction took place in a
clearly marked construction zone or school zone, the number of
community service hours is doubled.
